I have been past Jet D'Eau a few times and it doen't seem to be always on, is there are time table somewhere that lets us know when it is on or off?

There's no fix timetable for the jet d'eau. It all depends on the weather conditions and maintenance. When it's too windy, they turn it off. In the past it wasn't on during wintertime, but since a couple of years it's on all year round.
