paddys is a good start to meet ex pats and english speakers, there all friendly enough in there.  but i guess its a certain kind of person, ie bar culture, like wise pick wicks.

the rugby club has a friendly bunch of mixed nationalities both male and female (there a girls team) could be worth checking out a game in there club house.

and of course fasnacht, you have to get out and explore basel and the little underground groups/bars and various things scattered around the city!
