Buying beer at the Fete doesnt count as spending. Get CHF 1000 out of the bank on Tuesday, and that should cover your (personal) expenses buying cocktails in the Brazil tents.

As They have never done this, and a public holiday is treated as a sunday, and there are no problems drawing money out on a sunday. Drawing money from banks has nothing to do with working hours of the banks, if it were so, we would only be able to draw money from 10am till 6pm Monday to friday.
