I doubt that he can notarize your IDs. What he can do legally, he can make a copy and can notarize that copy stating that the copy is in conformity with the originals. As to the execution of the agreement, the same applies, he can confirm that you have signed in front of them.

Notaries normally work in the official langugage of the country but it is possible that the documents are executed in French and English but stating that the French is the official one that will prevail in case of any question.
