I think the answer is yes and a written request to not change would not likely be accepted for young children (it might be for kids over 12), but it's best to ask the DIP - Direction générale de l'enseignement primaire, http://www.ge.ch/enseignement_primaire/

Hi,
Young children usually go to the nearest school to their home. Some exceptions can be done, like requesting that the kid goes to nearest school of one of the parents working place, or in case of change of residence place, you can request that the child finish the school year where he started it.
But honestly, do not expect much flexibility from the Swiss authorities.
