Yes, it is normal. A set number of vacation days, plus official holidays, are a general entitlement equally shared and applied to all employees. You can generally carry them over to a subsequent year (within limits, with some employers), and you can get paid for them at the end of your contract.
Paternity leave, sick leave, bereavement leave or time off for getting married are for specific purposes, granted only to employees having children, dealing with illness, death of a close relative or getting married, and applicable within a reasonable time frame surrounding the event.
I don't know what your contract states, or what labour legislation in the jurisdiction where you work states, but on a common sense basis, it does not make any sense that you can roll them over or get paid for them at the end of your contract.
You use them or lose them.
