In Cologne, Germany the carneval is pretty big. Also other German cities like Duesseldorf and Mainz have big events during carneval. In the South of the Netherlands and Belgium also.

Yes I would go to the south of holland: Den Bosch or Maastricht or something like that. Any big city below the rivers, is pretty nice i think.
