Just go to any police station and ask if they still have some in stocks. They are free usually. Also check with your car insurance co as they always look for advertise support so they will gladly give you one too.

Try customs posts and TCS. I assume you do mean the blue disc and not the macaron whiuch gives you rights to park in certain areas
