EU citizen, qualifying for chômage after two L permits, but experiencing issues: Anybody been in the same situation before?

Hello, 


I am an EU citizen that has been living and working in Geneva since October 2023.


I had two L permits, as both of my contracts were under 1 year. However, I qualify for chômage, as I have worked more than the 1 year in Switzerland (1 year and 10 months ish). 


A co-worker of mine was in the same situation years ago and was able to access chômage wihtout problem, and she had received an L permit for that time. 


I know there is a specific permit for EU citizens when they are looking for a job, and I was told that I should provide OCPM with the confirmation that I will get chômage, so they can approve of my permit. 


I talked with my caisse responsible for chômage, and they initially told me that a attestation de residence is enough initially to get my chômage approved, and that once I have the permit, to provide them with it. 


Now, there is an issue between the two institutions, and one does not want to approve without the other, and I am trapped in the middle trying to figure out what the hell to do. 



I have gotten legal advice, and they are baffled at this situation because they have not had other cases like mine, where they were issues. 


I wonder if anyone in this community has any experience with this, has either been in the same situation and had no issues whatsoever, or had issues with this whole mess, and if the person could maybe reach out to me to provide some information? 


I would appreciate any support, as I am losing my mind a bit at this situation, being sent from one institution to the next, receiving conflicting information.
