Yes, it's mandatory. You can get a 11€ fine, if you don't have one! (or thereabouts).
An chemical ethylotest is 1€ in Feu Vert (ca. 2€ in Carrefour) and should be changed every year.

The funny thing is that it will probably be counterproductive. People who normally would have considered themselves too drunk to drive will now use the ethylotest and decide drive anyway.

Studies show that people consistently rate themselves more sober, than they are.. here's just one.
The funny thing is that it will probably be counterproductive. People who normally would have considered themselves too drunk to drive will now use the ethylotest and decide drive anyway.

Cette loi s'adresse aussi bien aux véhicules français qu'étrangers circulant sur le territoire français, a fait savoir le TCS. Les automobilistes et motocyclistes suisses devront donc se conformer à cette nouvelle réglementation et se munir d'un appareil sous peine d'encourir une amende de 11 euros.
Le TCS conseille d'avoir à bord du véhicule deux éthylotests afin d'éviter une amende. En effet, la loi stipule qu'il est nécessaire d'avoir un éthylotest non usagé à bord et il est impossible de prouver qu'un éthylotest vient d'être utilisé.
Les automobilistes et motocyclistes doivent également observer la date de péremption de ces objets car leur validité est limitée dans le temps.
Les éthylotests peuvent être achetés dans les points de contact des sections du TCS, mais également en pharmacie et dans certaines grandes surfaces.

You can only see, whether or not your estimated blood alcohol level is above 0.5% or not, provided the test device is not too old. Of course, the water will bring the actual BAC down - should the police take a blood sample -, but it will not bring your reaction time back to sober levels.

If people think they're sober they won't use the ethylotest anyway, even if it's in the car.
On the other hand, ethylotests aren't necessarily as reliable as people think. I remember a test done at a consumer show on Dutch TV where a policeman drank 5 beers in a row and the meter didn't indicate anything. I can't imagine that the 2-Euro versions you can buy in France will be more accurate.
In other words, the negative ethylotest becomes your alibi.
