i.e: can I bring my Children to Switzerland without my ex-partners consent, even if I have full custody, and he has not lived up to any of his/her obligations such as child support, visits, etc...


In that case no they won't be given a permis without written autorisation from the other parent regardless of how little he/she participates. Your custody is for your home country and unfortunately does not give you the right to change country - it is viewed as making it difficult for the other parent to see their children.


There are way around this however - you should check with Franternity office of the CSP to find out your options.


If that wasn't the questions I suggest post it.
