This is such a general question that 10 pages wouldn't be long enough.
1. You need a job (e.g. checkout jobup.ch)
2. If you have the job - you can arrange your "permit" (1 and 2 could be done the other way around)
3. You need a roof over your head
4. You need to arrange all other "paperwork and insurances"
Enough has been written about this, check out the search function on how to do point 1 to 4.
5. You need friends (and that's where Glocals comes in ;-))

How did he enter the country? If he declared himself as a tourist, I don't think he's permitted to seek or engage in a "gainful activity."

Richard m is correct. You need a permit and as a tourist one is not supposed to be looking for work or working.
One possible way to get a temporary permit is to enroll in a serious language class and ask the school officials to help with paperwork for a student visa.

Not any job would do for your friend. Citizens of EU countries and Swiss people have equal rights on the job market, it’s not the case for US (and any other) citizens. They can only be hired for jobs for which no suitable Swiss/EU candidates are found. So if they are world class specialist of Patagonian commodities market or of reverse engineering of satellites propulsion systems, their employer will certainly be able to get them a permit. If they're bus driver or cashier in a supermarket, not so.

Thanks for all your posts so my friend should be search for an special job. And if he is cashier and he has a job here he will have to go?? Because before he had the permit B but in a couple of months will be expired.

If he has a job, then his employer should sponsor a work visa for him so he can stay in Switzerland. If he doesn't have a job, well then he needs to find a job that'll do all the paperwork for a work visa. But unless he's highly qualified in a specialized field, that'll be really difficult since EU and Swiss citizens get priority. Meaning, he will only be hired if there is no qualified EU or Swiss job candidate. Only other way he could stay here as an American is if he marries a Swiss citizen, or EU national living here (which he can only do on a D visa) or if he goes back to the US and apply for university in Switzerland to get a student permit.
