I have a kitchen with a build-in dishwasher. Seems the pump has given up. Also one of the electric heaters in my apartment decided to give up.
Who is responsible to pay for the repairs, the regie or myself?

The Regie. If it's hardware that came with the house, like a dishwasher and heaters, it's their responsibility to ensure it works. Unless it's your direct actions which caused the damages. But if it's just standard wear and tear, Regie pays.
Par contre, you need to let them know of the issue, and then use the repair-men they tell you to use.

If it's older than a certain age, they have to replace it even if you broke it.

regi and it is true after 15 years most of the stuff must be replaced by them but trust me waiting for one to come in can take a month. I waited for my frigo a month.

Always register with ASLOCA. I got notice to quit when I asked for a wall to be replastered and a cupboard dorr to be replaced. ASLOCA saved me. But then I had one of the worst regies in Geneva. Regie Z
