I did notice a lot of Frozen themed birthday things (banners, plates, cup, etc) in Franz Carl Weber when looking for presents for my niece, worth checking for things there.

For a recent child's birthday party, I got a Frozen "kit" with cups, plates, napkins, etc. from amazon.fr (if you have a friend who lives in France for the delivery). I showed an image of the plates and cups to a local cake-maker, and she matched the colors and made an ice-skating cake for my daughter (my kid did not want a Frozen cake).
