The "final cleaning" is overrated. If the appartment has been cleaned regularly there is no need to do anything special. i had my cleaning lady come for the normal duration when I moved.

The "final clean" comes before the walk-through report at departure time.

If you meant Moving-out it should also include your concern on moving-out inspection, which suppose, after taking your posters and paintings off the walls, you need to remove anchors from the holes and fill  the holes with plaster. Choose as much as possible closest hue matching wall paper (or paint) colour.
