Ive been working with photoshop professionally for almost 7 years.
My advice would be to google "photoshop training Dvd " there are many video tutorials that go step by step. Websites include digital tutors, gnomon workshop and many more.
This will save you a few bucks.
Alternatively migro school offers photoshop courses but im not sure if they are in English.

I think photoshop there are soo many things you can do the best way to learn would be as many mentioned to self teach from the internet and youtube and most importantly on a need-to-learn basis. As in if you like a certain kind of effect on the internet look it up and do your research and try and emulate.. and this will lead to new stuff and so on.. cheers!
