Regie - how to include UK partner on my Geneva lease

Greetings group! I was hoping to get advice on a Regie contract situation I am currently exploring. I have a direct contract with a Regie on an apartment in Geneva, where I am listed as a sole occupant. However, I would like to have my boyfriend officially registered with the Regie and included in the contract. My boyfriend is from the UK, lives and works there. Since the flight to Geneva is under 2 hours, he visits practically every weekend, and sometimes works remotely from my apartment for 2 weeks at a time. UK passport holders do not require a visa to come to Switzerland, so he can fly back and forth without having to be registered in Geneva. He does not have any Swiss ties (no Carte de Legitimation, no job here, etc). However, for our future planning, we both want him to be registered in my apartment. Any idea if this can be done? Will the Regie require documents other than his passport? As a “tourist” can he even be registered with me on the contract? I am more than happy to hold all financial and legal responsibility for the apartment, but we do need his name at least included on the lease and on the postal box/front door. As we will be applying for domestic partnership eventually, we need to start collecting evidence that he does live up to 2 weeks per month with me here in Geneva, and registering with the Regie would be the first step. Any ideas? Thank you all in advance!

I recently asked this same thing for a friend and was told it is not possible. according to the regie I asked (regie du rhone) that would be considered fraud not sure how. aparently putting someone in your lease means the person is living in switzerland.
