I recently called my regie (naef) to ask them to send someone to check the heaters at my place because i thought they were not working properly.
A guy came, checked them, said they were all fine, and left within 10 minutes.
I got the bill for 170 CHF which i think is ridiculous since no work was actually done.
Is this "normal"? can i contest it?

The usual minimum tariff for call-out is CHF 100, even if no work is required or actually done.
But I’d check the Régie’s bill with ASLOCA. The membership fee is well worth it.

My regioe does not charge for repairing the heating but I only call them when the heating is not working for some reason
If you have called them out and the heating is working then it has been an unnecessary call out and you are paying for the time of the person to come to you place.
You seem to accept the fact that heating is working, so I think the regie is justified. Try ASLOCA by all means and good luck
