I have no personal experience of your situation, but the landlord sounds straightforward enough.
But … make a note of the date that you first called him and any subsequent calls you make to him and the plumber/s you contact (with their names and addresses);
try to get an estimate in writing; note the date you call the landlord to report the estimate, ditto the date he accepts it. Ask him if you are to pay and be reimbursed later or if the bill can be sent to him directly (push hard for the latter). Don’t forget that a firm or a registered workman will probably charge a call-out fee to inspect the fault. If so, who is to pay this and when?
When an arrangement for the repair has been made, ensure that someone is present during the whole time of the work. Note arrival and departure times.
The cause of the fault may be in another apartment, which will add to the time and cost but, if this is the case, the bill will probably be picked up by the Régie.
Make photocopies of any paperwork you receive and/or sign and/or pass on to the landlord.
Sorry if all this sounds fussy, but you do need to keep track of all the inconvenience you’re put to.
Plumbing is a skilled and tough job and you really do need to find a good worker, so I hope someone on this site will be able to help there.
