It’s not so easy to become a Swiss. First you should have a least work permit C, stable job and also have to pass exam in history of Switzerland.

Foreigners with no direct blood ties to Switzerland through either birth or marriage must live in the country for at least 12 years before they can apply for citizenship. (Years spent in the country between age ten and 20 count double). The person must be well integrated, familiar with customs and traditions, law abiding, and pose no threat to internal or external security.
Costs ( can be quiet expensive depending on salary)

To me, it is quite natural to require knowledge of the local language.
Being a citizen assumes that you are integrated into society. If you don't know the language, you are certainly not integrated.
One commonly states that the main difference between a C permit and full citizenship is the right to vote. Without understanding the language, it is IMHO to keep oneself informed enough to make an informed decision about how to vote.
So, those who cannot be bothered to learn the language should content themselves with a C-permit.
PS. I have not become Swiss, and most likely will never. But I fully support such a requirement.
