Sorry, I don’t know about London City, but the system works out of Gatwick. The last time I left from the North Terminal there was a large “booth” to the left of the desks you have to pass through on your way to Security.
I went there, presented my various chits, passport, etc., got the forms stamped, put them in the provided envelope, posted it in the nearby post box and, in due course, my account was credited with the amount due to me.
I haven’t left from Heathrow for a while, but there used to be a similar arrangement for depositing these forms only it was after one had cleared Security, not before.
I think the best thing to do is to ask where to go at an Information or check-in desk before entering the Security area. In any case, you should allow for some “spare” time to complete the procedure because there may be other people ahead of you who may not speak or understand English very well, so you might have to wait 10-15 minutes to be served, something that’s happened to me more than once.
