Step1: get "carte grise" with notification "cancelled" from the former owner (note that he should take back as well his registration plates)
Step 2: get car insurance (I suggest to coimpare offers on comparis.ch)
Step 3: you go to Service de Navigation (Geneva, Nyon, Lausanne- depends on where do you live). In Geneva you have to fulfill a super short file : ftp://ftp.geneve.ch/san/immatricule.pdf (it's an official request to get you plates)
PLEASE: check what shape is the place for the plates on the back of the vehicule, as you may see in the file: you may choose 2 size. You need you residency permit only. (Permis de séjour) You will get your plates immediately, it takes no longer that 10min at the counter.
Step 4: enjoy the ride! You have nothing to pay directly at the counter. Invoices with the taxes will follow by post mail.

Former car owner should sell the car with the inspection. This is done every 2-3 years (depends on type of the car). And t's not really a hardcopy certificate...
To register the car you need only old carte grise and residency permit.
I did that last week in Nyon.

Once the technical inspection is ok, if you need to pass it, it will depend of the age of the car, don't forget to ask for a certificate of insurance before going there.

I am sure you got the answer already, still would like to write my experience as novice in car dealing. I bought last year my first car (ever) from glocals. After negotiating the price with the owner from calssifieds section, we decided to do the transaction on an agreed date (a 2 day offset). Meanwhile I called the insurance company and gave details about the car (from carte de griese) and got my insurance contract (soft copy through email). Also the company informed me that they will forward the contract to transport office ( Service de Navigation).
On the greed date, I went with the original owner (in the about to be mine - car). We stood one after the other in teh queue with the owner ahead of me. First the original owner got his carte de griese annuled and took over his number plate and gave it to me. As I am next in the queue, I handed over the annuled carte de griese and received my new carte de griese. i also got my new number plate (as martyna said you need not pay anything there). I came back with my new number plates, fixed onto "MY" car and I gave the original owner (well...the ex-owner) a ride back to his home :)
