What is the regis up to now?

Any sleuths out there?

This morning two young men knocked on my door and wanted to enter the apartment to check on the water heater. No identification, no uniforms, just a photocopy of a letter (I assume a work order) with the regis's letterhead, dated November 14th 2014 for service in a different apartment.

They didn't explain why they were showing me an outdated letter for someone else's place but instead insisted it was valid and 'could they come in?'

While this was raising huge red flags, my instincts tell me that they were, indeed, sent by the regis.  They seemed too slow witted to be scam artists. BUT, then again, why wasn't I informed beforehand of this request and why wouldn't the regis have sent them with an official, current, specific form?

Suggestions?

Methinks you have probably answered your own questions.

Perhaps I should explain. I've had the regis request entry into the apartment to check the radiators, measure the size of the rooms, examine the window sills, and measure the electrical current in the sockets...and I've been billed for this. I'm extremely wary of their right to come into my apartment so often and, keeping in mind this could be a routine maintenance check, it's completely out of the blue with paperwork for someone else's apartment. Would I be forfeiting my rights as a tenant by letting them in my apartment without an official mandat?

What ???  You have been charged for these ?  Never heard of that before - if the regis wants to check your radiators, etc, that's their business.  Besides, they should inform you first and tell you why.  I think you are being scammed !

This has happened to me a few times with our Regie. I phone them in front of the 'tradesperson' to ask about it. I also ask the person at the door for their ID, which I photograph. Once bitten...etc

Hi, This is a response posted in a parallel thread entitled 'Landlord's Unauthorized Entry'

'The answer is found in article 257h of the Swiss Code of obligations:

V. Duty of tolerance

1 The tenant or lessee must tolerate works intended to remedy defects in the object or to repair or prevent damage.

2 The tenant or lessee must permit the landlord or lessor to inspect the object to the extent required for maintenance, sale or future leasing.

3 The landlord or lessor must inform the tenant or lessee of works and inspections in good time and take all due account of the latter's interests when they are carried out; all claims of the tenant or lessee for reduction of the rent (Art. 259d) and for damages (Art. 259e) are reserved.

"in good time" means approximately 5 days. It can be 24h in advance for emergency situations or when the tenant seeks an early termination of the lease and the landlord must organize visits with candidates.'

Just to make it clear the reply was supplied by someone who seems to know what he's talking about (i.e. not me). I'm just cross referring.
