If you hear any such practical ethnic joke it might be about the Portuguese, marginally about Paraguayans or Argentinians but by far the most popular target of jokes are the Brazilian themselves lol We looove making fun of ourselves :))))

If France makes fun of Belgium, french people sure know how to laugh about themselves. There are tons of jokes concerning french regions (Cht'timis, Corsicans, Basques, Bearnais, Vosgians, Provencals with a special mention for Marseilles known for the "Liying Marseillais" jokes)
French speaking belgians usually make fun of themselves, with some preferences for some regions (my cousin from Liege has hilarious private Liegeois jokes). They also like to mock their accent (or the accent of the others). I guess that their governement or what remains of it will make a good substratum for jokes.
A friend from the Belle Province (Quebec) told me that people from there make fun of Valaisans (from the canton du Valais). They even baptised the Mullet haircut "coupe Valaisanne".
It seems that nobody can pretend to be safe...
Bon appetit!
Syd.

India has a lot of different communities and usually it is the neighbouring communities which have jokes about each other.
For. eg: Gujratis have Marathi jokes and Maharashtrians have gujrati jokes. The south Indian community have a variety of languages (tamil, telgu, mallu) and they have their respective jokes.
Accents and mannerisms are the driving force behind most of the Indian jokes. A perfect example would be to watch an Indian Movie and watch out for the following stereotypes:
A Maharashtrian maid servant wearing a "nav vari" saree.
A Gorkha Security Gaurd
A loud Sikh Family
A miserly Marwadi merchant
(Btw, my intent is just to point out the stereotypes used and not to hurt any feeling, I m indian too!!)
And yeah,, we have actor jokes where we make fun of all our leading actors... lotsa them!! :))
