Voting rights
The individual cantons can decide whether to introduce active (to vote and to elect) or passive (to be elected) immigrant voting rights. Some cantons have already introduced  this on the communal level: Appenzell Outer-Rhoden, Fribourg, Geneva, the Grisons, Jura, Neuchâtel, Vaud; the cantons of Jura and Neuchâtel have even done so on the cantonal level.

Baloti is a pilot project by the University of Neuchatel to give the possibility to foreigners to express themselves about voting issues. The results are published on their website but are unofficial. More info here: http://www.myscience.ch/wire/baloti_ch_une_plateforme_de_vote_virtuelle_multilingue_qui_permet_aux_migrants_de_s_exprimer-2010-unine


There are indeed cantons where foreigners have the right to vote on communal or cantonal matters. In Geneva, you have to have lived in Switzerland for a minimum of 8 years and only have the right to vote on a communal level: http://www.ge.ch/votations-elections/vote-etrangers/conditions-pour-voter.asp
