My understanding is that contracts do not vary from regie to regie are standard contracts (normally each contract is the same.
If you sign up with ASLOCA now you have to pay the full year and then pay again in January.
Although they do not like it, regies will normally give you a copy of the 'bail' (contract) before signing and you can check the wording with a friend's or colleagues contract.
If they do not give you a copy you can examine the proposed contract at the Regie's office and bring a copy of a friend's contract with you.
There are ways of checking how much the last rent was for a property (ASLOCA should be able to tell you how without your being a paid-up member) but it is best to play dumb with the regie until you move in and if the rent has gone up by more than 10% you get ASLOCA involved. But there are downsides to that ion that it is sometimes best not to annoy the regie too much
Cannot comment on renting from private individuals but if the contract is the same as a regie contract there should be no problem but a private individual can change his mind and decide that he wants appartment back. Personnally I would use a regie
