I would like to know if the B permit holders, Carte legitimation holders in Geneva are eligible to buy an apartment in Switzerland as a secondary residence( while the primary residence is a rented accomodation).

The main thing to watch out for when buying an appartment is the amount of the "charges". They add to your financing cost so always find out.

Well if its not your primary residence, you dont benefit from the Geneva CASATAX discount.
Also buying a property is not easy, so first talk with an real estate agent, i could recomment Comtoir Immobilier du Geneve or BORY. They are both been around a long time and your questions should be easy for them to sort you out.
Good luck with your real estate search, but note that im not in anyway advising or expert. But one thing you need to take into consideration is :
Capital gains tax, this is reducing every year you own the property, so as to reduce speculation.
also check out the main banks, they usually have free advice on the Real estate market outlook. where they estimate the annual increase over a year or 10 years, so see with UBS or Credit Suisse.
