Does anyone know if having a birthday party for our son in a local park such as the Parc des eaux vives, is possible to do and is there any approval needed by the local town office or administration?

Nope, public parks are free for all to use. Some park have restriction with grilling.
Best parks with grill facilliy are the one in pommier and chambesy. You just need to reserve a spot very early in advance.
