You could look into the venue of Palais Eynard, near Parc des Bastions. I know they have done events there in the past. They may also have ideas for outdoor space there too if in the summer...
For ticket prices, it all Depends on your guests/targets, fund raising goals, how much of the ticket price goes to the charity, how many people can fit into the venue (cocktails and standing versus tables and dinner vs actual ball room space needs).
Also depending on your targets, advertise in language appropriate forums like WRS for English speakers, etc.
