I don't know about their policies/customercare outside the US. But I had CIGNA while living in Chicago for 5 years and it was no fun. Very often it was a pain to get due money back. Avoid if possible.

I had Cigna for a few years back in the early 2000s and they were every bit as bad as the reviews may have stated. I work for a large US company and we are self-insured. So, we only used Cigna to administer benefits to our expat employees. Truth is, they screwed that up so badly that we dropped them.
We moved over to Aetna several years back and have had pretty good luck with them. In fact, I have employees all over the globe that use Aetna and we have no major complaints.

As opposed to the other posts, my wife (and ultimately me and my son) has health insurance thru Cigna as part of her package at work. (she works for a US company).We have never had a problem in claiming and receiving all bills. All done online with an absolute minimum of fuss. So there you go - very differing experiences !!
