You might try informing the city police. Maybe it happened to other people, he may already be known, or something - it's a small town. Then they have a better basis for taking action.

Take some self-defence classes instead of running. They are more useful ;) Glad nothing happened.

Report it for sure. And, jog with another person. Yes take phone with you always. I am glad you are ok though and nothing happened.

Thats a good idea, I haven't lived here for long and have kind of taken for granted so far that the place seems so quiet especially when compared to the town I'm from! 

I wasn't sure if he was just an old guy having a perv at first but then he kept following so spooked me out, especially as the roads were busy at that time.

Could be just an eager french teenager. I live the other side of Thoiry and it seems to be a 'thing' with the teens around here, buzzing around on mopeds gawping at the girls. Drives me mad in good weather trying to work at home with the buzzing of the mopeds up and down the road. Definately take your mobile or a partner in future to be sure. Gut feeling says its harmless seeing as it was a nice day and a lot of people were out and about but be safe anyway.
