This is Geneva so "cheap" is a relative term, more to the point what is your max spend? As for second hand bikes, I don't know of many places but one that seems reasonable is http://www.sold-sports.ch/ in Carouge. Otherwise try these:

I know, but anyway maybe there is some not so cool bike around 100-150chf .
