If you don’t actually need to consult a library’s books, try the cafeterias of shopping outlets like Manor (Coutance), Coop (Rhône-Fusterie), Migros (Balexert). Do a recce first and you’ll find nooks where you can install yourself for a couple of hours for the price of a cuppa or a coke. Students often go to these places in winter too, to escape the cold. Avoid gomg at meal-times, of course.

Bibliothèque de la cité. Place des Trois-Perdrix 5. To the left of Confederation centre. Plenty of studying space, Wi-Fi and plugs for computers.
I can't confirm if there's air conditioning.

You can go to the Université Bastions. Next to the cafetaria you can sit down and study. This is a very old building with thick walls, so pretty good (cool) temperature during summer.
