Try cleaning it with "spy bot search and destroy".
Fee version can be downloaded here:
http://www.safer-networking.org/dl/
Best thing still is to reinstall windows. You can move important information you want to keep to a different drive then your C drive or best, to an external hard drive / USB. I believe most virusses stay on your C drive but not all. So only cleaning your C might not be the solution. Also files you want to keep and move to another drive could be invected.
On another note; The change of a modem does not give you a virus. Downloading the wrong files or visitting wrong websites without protection (not condoms, but antivirus and firewall) causes your PC to get infected. An anti virus like NOD32 detects there kind of websites before they are opened and will block them. Also downloaded files will be deleted before you can open/ install them in case of a (potential) virus.
A computer with a clean installation of windows can be infected with a virus in only a few minutes when connected immidiately to the internet. So install an anti virus first before connecting to the internet. After connection to the internet update your anti virus first before anything else.

The biggest threat at the moment is not so much infected files, which almost any antivirus will catch, but holes in Flash combined with infected ads in your otherwise legitimate websites..
The best thing is to not use Windows at all for surfing: Install the free VMWare Player* and then download a variant of Linux that has Flash (Ubuntu for example) and install that in the virtual machine. Then you have a good degree of isolation from your real machine, which you now won't use for surfing - using the virtual machine henceforth.
* or Virtualbox or Parallels for Mac
If you don't want to, then get an autoupdater, such as the basic, but free CSIS Heimdal.

I had the same thing on mine a month ago. The trojan killer unfortunately didn't work. What I did was started the computer in safe mode then downloaded Malwarebytes Anti-Malware. Ran a full check which took 2 hours and it got everything. I think I had, apart from the metropolitan virus 9 Trojans. No problems since...

Sorry guys for a late reply. Thanks Nizu, Erdem, FerneyL & Bernadett for your nice advices.
Actually I got rid of it finally. Some attempts at the safe mode, safemode with networking(keep pressing F8 once you on your computer) from youtube did not work. But finally at the safemode with networking, I got to install AVAST at http://www.avast.com/fr-ch/free-antivirus-download. Then got it to run a thorough check-up clean that took around 4 hours & that finally got rid of this Polizei Virus, without loosing other important files.
Conclusion, do not stay too long without an Antivirus..

@Kabir I'm glad you got rid of your virus, *but*....don't think that you are safe with just anti-virus. For my Windows clients, I *always* install anti-virus (AVG, Avast or Avira are the three excellent TOTALLY FREE ones that I know) and Malwarebytes' Anti-Malware (MBAM).
I would strongly advise that you install it and scan your full computer. You might be surprised at the results.

@jeffrey yes, i am. I was working on a client's computer several years ago that was "acting funny," yet it passed the anti-virus checks. I forget how I stumbled on it, but something I read suggested MBAM. Lo and behold, this "clean" system that had no viruses indeed had malware.
So, it's been part of my IT toolkit ever since.

Hi Zonker,
I don't mean to disappoint or scare you but the whole fad "Macs are immune from viruses" is a myth. The number of malware discovered for Macs has tripled in the last three years.

@TOM No one said they are immune from viruses. Where did you get that quote? The fact is as I said above: In almost 30 years on the Mac, I've never installed an anti-virus program and I stand by the statement that Mac users don't need to worry. You can't say the same thing about Windows. Not with a straight face, at least.
Honestly, most things that the makers of commercial anti-virus software say, I take with a grain of salt. Of course the guy selling anti-virus software is going to say how important it is to buy (!) anti-virus software.
Tripled, eh? What are the raw numbers? Going up from 1 to 3 is tripling, but it doesn't mean much in absolute numbers. But, according to a security expert at Sophos, Windows see 50,000 new malware samples per day! That's not triple, of course, but I'm more concerned about that than the number which has tripled.
Lastly, of the articles I've read regarding system vulnerabilities for Mac, most of them seem to through third party software such as Java or Office.

I used to have a PC and the hobby of my life was cleaning it up, trying to make it run faster or at least nearly as fast as when it came out of the box and juggling with anti virus software in minimalist mode because everything slowed down (gave on Norton AV-too heavy and preferred AVG Free.).
Three years ago I switched to a mac. Now I switch on and go. No more anti virus. No more waiting. It just works.
The only drawback with mac is that it does not run Flash which means some videos on some sites don't run. At first that's frustrating but it's less hassle than dealing with problems caused by anti virus software. YouTube works fine.

@Marcus Mac runs Flash no problem, except that Adobe updates it (for both Mac and Windows) about every 37 minutes! Flash is not supported on Apple's iOS devices (iPhone, iPad, iPod Touch) - is that what you meant?

Zonker,
It isn't me who invented the fad, we've heard it at least one million times from Mac zealots.
The Mac OS is inherently more secure than Windows, and it also used to be much less widespread, which had the effect to make Windows the chosen target for the majority of malware. Nowadays this doesn't hold true anymore. Everything is explained in the link I've posted previously.
Besides, the three statements "I've never installed an antivirus for Mac", "Mac users don't need to worry", and "It is not true that Macs are immune from viruses" make no logic together.

From my ptw, I'm still too scared/old fashioned for using MAC, always stuck to Windows. Only time I did was with Iphone..BUT still prefer Android to iOs, concerning SmartPhones. Since very young, we were reminded that Apple was not compatible with many stuffs..

@tom I see no inconsistency in those three statements. The first two are virtually the same statement. The third is a fact, but I guess doesn't say explicity that despite that fact, I still don't worry about them.
I'm not trying to be flippant or clever. I genuinely want to understand what logic you feel is missing.

Zonker,
Nowadays Macs get viruses. However, you say you don't use any AV and do not worry about it. This is the lack of logic -- or, if you want, of wisdom.
I'm genuinely curious, too. May I ask you what makes you so confident that you won't get a virus and consequent damage on your computer? Some magic protection?
I use AV even for all my Android devices.

There are several types of viruses.
1) There are those which infect just by turning on your PC and connecting to the internet, (that's why the PC advice is to install an antivirus before you even go near the internet).
2) There are viruses that can infect your PC if you visit a dodgy website - they somehow install themselves without voluntary action from the user..
3) There are the viruses that come hidden in supposedly legitimate software. Here the user is taking a conscious decision to trust the source. More fool him if he didn't do a little Google research first.
4) Lasted there are the viruses which you get when you download and run an executable file or click on "install" when you get one by email. Everyone gets these kinds of emails and we all know not to click on dodgy attachements with endings like..exe
Question for the experts: How many of the above can also affect a Mac?
Has anyone actually met someone who had a Mac virus? I heard loads of stories of PCs being infected. Maybe so few people own a Mac that you just don't hear of it.

i had a Mac virus ! I got it by clicking on a photo of Brad Pitt (dont ask lol )
I also had a problem with my hard drive, it was wrecked ... white screen of death ... and apple replaced it despite my laptop being days out of warranty ... to be fair ! I dont know if it was caused by a virus? but you have to wonder
and mine is currently running slow ...again ,,,, and it is saying WIFI : No hardware installed ....
I am on holiday so cannot resolve this from here but luckily have an external wifi aeriel with me . I dont know whether these problems are virus related ?
... I am an apple girl .. but if I am totally honest - I have had nothing but problems with my mac ! and if you DO get a problem, it is a lot easier to work out how to solve it on a windows machine . Please do not tell any windows fans I admitted this ;-)
I ran an antivirus app - it says no problems ...
