Can anyone advise me on who to contact for help with a noisy neighbour? I have contacted the Regie who said if I can't prove anything and there is no recourse (apart form sending a reminder letter to the neighbour about the rules) and the neighbour who says she can't help it because she has to work (which apparently entails scraping furniture across the floor persistently and dumping crates of books on the floor after 11pm, every night).
As you can imagine, I don't want to move or start world war 4, but would like to sleep. My French is okay, but not good enough to persist with the Regie beyond a certain point.

Here's some information in English. You can call the Police or ask your lawyer what to do (if you don't have one, I recommend you take a service de protection juridique; the TCS offers a very good one).

You might have done it already:
I found it helpful to invite the person to coe to my flat while doing a demonstration in her's: Throwing books on the floor etc. Sometimes people don't realize how noisy it really is.
