If you go to Office des poursuites. 46, rue du Stand you will get it immediately upon payment of a small fee(slightly less tan 20 Francs). When I went the waiting time was 20 minutes. I

I registered for it and everything works well until when I upload my ID the page just goes doent load to the next step...the picture size is winthin their requirment...

Haha..that's true 
Yet relevant for two reasons :
1. Problem still exists as of today..as I applied today and found same issue with IE
2. There are still people (if not Ms Stephanie) looking for a solution, who may read the thread - as Google still throws this as one of the most popular search items on the matter
