Depends where from, but the if you take the tram 14 and it stops right outside, i think you get off at Bandol

Also there are different opening times depending on which office and/or services you need.  I went without an appointment an dit was fine, you join a queue and they tell you which form to go away and fill in, i understand you can make an appointment though which might be better if you need something fone in a hurry
