I would just start to inform the police. They will guide you to the proper administration.

I appreciate your opinion, however the police in Geneva do not function straightaway at all. But, is there anyway for a person to expose the details of the people constantly doing illegal practices and indulged in human rights violations. Any media or government body keen to look up the issue or how to procure the appoinment with a jurdidical department if it really exist's with OCP or any other recognised body who can further communicate to media etc.

Then maybe try to call them. At least they will probably know how to redirect you if they can't help you.
if you think the police move slow, don't even bother with the UN bodies / NGOs, who have a lot more restrictions on them.
Maybe try the local press. If the issue gets press coverage, it will jump to a high priority for a lot of people.
