To avoid issues with the authorities, it is generally preferable to have a Swiss agency that directly corresponds to the basic LaMal insurance plus any complementary insurance you choose. The reason is that you can have a hard time proving your foreign plan is at least equivalent to the Swiss insurance, as they will not specifically have a “LaMal” choice.
Having said that, specifically CIGNA have lots of experience with worldwide insurance and they may be able to offer you a package for Switzerland.
Some years back I managed to get approval for a private insurance from Britain, but only for a year with request to change to a Swiss insurance after that. In detail, the issue was that the plan not have fully covered for HIV-related treatment. There were also some restrictions on dialysis for kidney failure. So on at least two points my insurance fell short of LaMal.
The Swiss LaMal insurance is very basic and objectively insufficient for example on dental care, but they are quite strong on things that are a question of life and death. On this point, you will often need “premium” coverage from an international provider to get equal.
So if you are looking to fulfill Swiss requirements at the lowest cost, as Swiss provider will likely be best. You can get cheaper deals by promising to always call a hotline first before going to the doctor, or by assigning a GP you will always visit first. These things in combination can get you 20% off.
