My first try was at Migros on Acacias. The guy used the wrong size template to cut the key and I ended up spending 12sfr for a useless hunk of metal. Note: keep the receipt just in case.

Artisan TIC Serrurier
bvd du Pont-d'Arve 51
1205 Genève
This place is excellent. Unlike the Mister Minit in Balexert they could even copy my bike key. NB it's open Monday to Friday 9am to midday.

Where do you live/work?
Lots of shoe repair shops also offer key-cutting service.
But they can’t do coded keys. For these you have to go to an accredited locksmith and you may also need a chit from the regie/landlord/whoever authorizing you to make a copy.
