there is one name Alitude in Geneva air port ,the place is very nice with view of runnerway.

Do you know La Belote on the way to Vezenaz. Depending what exactly, they might be able to accommodate. A friend of mine celebrated her 40th birthday, we were about 20 ppl and they arranged for us to have a kind of private room. We could play our music as well and there was a set menu.
No frills but very good atmosphere and good fun. It's on the lake so view is amazing and parking is no trouble.

I know a Portugese restaurant in Eaux-vives that has a back room for parties, the food is good and they should have enough space.

Very nice place on the river in the City Center (about 100 mtrs from Bel-Air). There is a nice terrasse on the roof. Reasonable prices

Have a look at Cafe Papon in the old town; they have a section where you can host parties, and you should be able to offer a (simple) dinner within the budget you mention.
Also look at the restaurant in the Parc des Bastions. I'm not sure about prices but they have events/drinks there all the time.
