Looking for legal referral for rental problem

I know that there is ASLOCA, but I am not a member and the problem below is not mine.

Some friends sublet their furnished apartment (with the agreement of the Regie) before being posted elsewhere for a couple of years.  They just learned that the person to whom they sublet is no longer in the apartment  and that he has “given” the apartment to a colleague whom he is letting stay there for free (implying that since he is not in turn subletting, he has done nothing wrong).  My friends want to know what their rights are, particularly as it is their furniture in the apartment.  They are willing to pay for legal advice, but would like to know whomever they are contacting has experience in these sorts of issues.  Thanks in advance for any replies!
