you should announce your departure to the control d'habitant of commune to which you belong in Geneva and also report to the controle d'habitant of the commune to which you move in Vaud.

There is no OCP in Vaud unlike the village of Geneva.  Each commune has its own one.  Many (all?) have an website where you can download the forms.  You go to that office and register your arrival.  You need to tell the OCP in Geneva that you have left the canton.  I don't know everything about the taxes yet but they do vary by canton and even by commune.
