The following is the info I got from school. Hope it helps.
The main change is that car seats will now be obligatory for children of less than 150cm height, up to age 12 (in the past, it has only been up to age 7). Also, they will have to carry a 'grading' of at least 03 or higher, which in practice will rule out most older models, labelled 01 and 02. There is also the issue of the 'exception' which you mention which applies only to children aged 7 or older.
The information on the TCS site is given in French, German or Italian but not in English. There is, however, an English summary available on http://www.ch.ch/private/00987/01052/01054/02090/index.html?lang=en. …

Lol this sounds like a lead up to "April Fool"
Seriously under 150 cm, I know a few adults that will have to stay in car seats!!!!! And of course effect date is the 1st of April!!!

Ok so I got a compliant seat at Carefour in Segny, 55 euros, don't know if that is a good price or not, just wanted to get the job done. Thanks to all that posted.
