We've just applied for a great flat through Regie du Rhone but really doubt that we would be able to get the flat just like this. Do you know, are there any agencies which may help in this situation? Or maybe some person who have contacts with Regie and may help for some fee?

Well you could follow in the foot step of those unbalancing the system and just bribe someone in the regie office. That is the quickest and easiest way to get the flat you want. It was about a months rent 'under the table' a year and a hald ago. So if you can afford it...then go nuts.
Other than that, relocation companies will charge you and can not remotely guarantee anything, but obviously the more you pour into their glass, the more helpful they become as they have some good connections with regies.
