I am doing a research project on the geopolitics between the Arctic states. Specifically Russia/Norway/Canada, however, my school does not have the best library.  Is there an English library in GE? Or do any of the other universities allow cross borrowing?  The caveat is that I need scholarly work so the book store hasn't been that useful.  Thank you =)
