There is a better way to deal with tenants' problems, before resolving to go to ASLOCA (which Regies hate for a good reason) and will put you in an awkward position should you decide on staying in the same appartment: write to the Regie, outline all your complaints, give them a fair deadline to settle the issues, and threaten to block your rent into an escrow account in their favour, for as long as the problems are not solved. That usually gets things done pretty quickly, without any hassle. Just make sure your complaints are legitimate and comply with the building's or Regie's rules and regulations (in your lease contract).
