Where can I get information (in English) about the process and the different types of fee / taxes one has to pay when purchasing and registering a vehicle in Geneva?
Are there any rebates offered for hybrid vehicles?

The best source is always the official Service Cantonal des Vehicules; it's in French, but you can use Google Translate on it.
If the CO2 emissions of your car are < 121 g/Km you get a 50% discount on the annual tax. If the CO2 emissions are < 50 g/Km you get a 100% discount on the annual tax for the first 3 years since the initial registration.
