You have two or three choices...
First and easiest ...you can hand over the car to a garage (it can be almost any) , and ask them to prepare the car for the techical visit. They should clean the car thoroughly, inside and out, and make sure all the things that will be checked would work. Theyll take the car for you and you pick it up at the end of the day.
second, the garage checks /cleans the car and you drive it over (cost is not much different)
third, if the car is in perfect working order, you clean the car in and out (including spraying the wheels, brakes, undercarriage etc and take the car.

Sounds like this will cost enough anyway, eh.....
The note also metions the engine is to be washed, so, taking my expertise into account, looks like the garage visit is neccessary.

in fairness the expertise of washing an engine that a garage would do , is use a "de oiling spray" which you can buy in Jumbo...and then theyll take it to a car wash and high pressure spray the engine...
It important that the brakes and discs and undercarriage are washed too.
Make sure all the indicators, lights, washers etc work, and that no warning lights are on in the dashboard.
If the car is in perfect working order its actually not so expensive.... a few francs for the washing...
