Permit B and C holders who have been in Geneva for I think a number of years are allowed to vote. However I cannot find this information anywhere. They only vote in the commune but I am not sure how the registration is done. In my case I was just walking on the street one day and was given the papers by some MCG guys to fill and that was it now I receive the voting material. The reason for the post is I always thought it was automatic but my friend who is a permit B holder been here 10 years has not received this option and I am wondering if there is a special registration that has to be done.

There shouldnt be any registration required: it coincides with your residency permit and the commune in which you live and is automatic. Bear in mind though that there are very few communal votes in some communes so even though you may be registered it could be years until the opportunity to vote comes along.
